Date and place of birth: the 22^nd of November, 1964, the village of Raihorodok of Sloviansk District of Donetsk Region.

Education: higher, in 1988 she graduated from Voroshylovhrad State Pedagogical Institute named after T. H. Shevchenko, received the qualification “Teacher of History and Social Studies, Methodologist of Educational-Upbringing Work”. Doctor of Pedagogical Sciences, Professor.

2012 - under the direction of S. O. Omelchenko Sloviansk State Pedagogical University was reorganized by joining the State Higher Educational Institution “Donbas State Pedagogical University”. 

30.11.2012 рік - S. O. Omelchenko was appointed Rector of the State Higher Educational Institution “Donbas State Pedagogical University”.

S. O. Omelchenko is the author of more than 100 publications and methodical manuals. She is the co-author and the editor-in-chief of educational manuals.  

S. O. Omelchenko is Member of the Specialized Academic Council for the defense of Candidate and Doctoral dissertations at the State Institution “Luhansk National University named after Taras Shevchenko” (Starobilsk) and Chairwoman of the Specialized Academic Council  of the State Higher Educational Institution “Donbas State Pedagogical University” with the right to accept for consideration and conduct defenses of Candidate and Doctoral dissertations in the Specialties “Theory and Teaching Methods of Vocational Education”, “Social Pedagogy”, and “General Pedagogy and History of Pedagogy”.

On the initiative and under direct supervision by S. O. Omelchenko in 2011 the Post-Graduate Courses in the Specialty “Social Pedagogy” was opened, in 2015 the Doctorate Courses in the Specialty “Social Pedagogy” was opened, in 2016 the Specialized Academic Council with the right to accept for consideration and conduct defenses of Candidate and Doctoral dissertations in the Specialties “Theory and Teaching Methods of Vocational Education”, “Social Pedagogy”, and “General Pedagogy and History of Pedagogy” was created.

Under the supervision of S. O. Omelchenko 17 dissertations for the scientific degree of Candidate of Pedagogical Sciences and 3 Doctoral dissertations was defended.

From 2014 S. O. Omelchenko is Member of the Certification Board of the Ministry of Education and Science of Ukraine.

S. O. Omelchenko has state honors and awards: Honorable Diploma of the Ministry of Education of Ukraine (1999); Diploma of President of Ukraine (2000); Diploma of the Academy of Pedagogical Sciences of Ukraine (2001); “Outstanding Worker in Education of Ukraine” (2002); Breastplate “Vasyl Sukhomlynskyi” (2007); Breastplate “For Scientific Achievements” (2011); Medal of the National Academy of Pedagogical Sciences “Hryhorii Skovoroda” (2014); Winner of the Contest “Woman of Donbas – 2009” in the nomination “Woman-Scientist of the Year”, “Honored Worker of Education of Ukraine” (2015).
