Javad is a Post-doc researcher at the department of political science of the University of Minho. He graduated from the University of Tehran in the field of Comparative Study. The main focus of his Ph.D. thesis was on the street-level bureaucracy and especially police officers in Iran. His Ph.D. was entitled "Understanding the Role of Street-Level Bureaucrats in Interpretation and Implementation of Public Policies (Case Study: Traffic Police Officers In Iran)". He could publish a paper with the same title in the "Iranian Journal of Public Policy" which is administrated by the University of Tehran. In line with his studies, he wrote a book entitled “Street Level Bureaucracy in Iran” in 2020 in Persian. His book is composed of 6 chapters in 150 pages. His book is the first book in Iran that has dealt with this issue. He explained the concept and theories and models of street-level bureaucracy.

He published a paper entitled “Studying the Roots of Organizational Anger in Street-Level Bureaucracy in An Iranian Context” in 2020. In this paper, he studied the anger as a reaction of SLBs to different shortcomings and limitations.

Now, he is working on the role of street-level bureaucracy on the efficiency of public local government in Portugal context,
