Dr Li Rui was born in 1982 in China. He graduated with a BA(Management) from Xi’an University of Finance and Economics of China in 2004, MA(Economics) from Kharkiv National Pedagogical University of Ukraine in 2006 and Ph.D(Ecological economics) from Sumy State University of Ukraine in 2009.

He then worked at Xi’an University of Finance and Economics. In 2013, Dr Li Rui became a Associate Professor. From 2017, he worked as the Vice-director of Provincial Key Laboratory - Western Energy Economics and Regional Development Research Center.
