Vitaliia Prymakova was born on September 3, 1971 in Kakhovka Khersons region. In 1994 graduated  from Kherson State N. K. Krupska Pedagogical Institute, obtained a qualification of a Teacher of primary school. She worked at the Kherson`s school № 28 for 12 years.

Since 2006 worked as methodologist, from 2008 and until now the lecturer of the Communal Higher Educational Establishment «Kherson Academy of Continuing Education» of Kherson Regional Council.

2011 – she defended her dissertation for the degree of Candidate in Pedagogical Sciences in specialty 13.00.04 – theory and methodology of professional education in Chernigov National T.Н. Shevchenko Pedagogical University, on the topic «Primary school teachers’ postgraduate education for development of pupils’ scientific world view».

In 2016 – she defended her dissertation for the degree of Doctor in Pedagogical Sciences, in speciality 13.00.01 – general pedagogy and history of pedagogy in Ternopil Volodymyr Hnatiuk National Pedagogical University on the topic «Development of the Primary School Teachers' Postgraduate Education in Ukraine (1948-2012)».

Now she is a Professor of Department of Theory and Methods of Education, Psychology and Incusive Education of the Communal Higher Educational Establishment «Kherson Academy of Continuing Education» of Kherson Regional Council.
