Non-Binary Constant Weight Coding Method
PRESENTER: Anastasiia Kiian

ABSTRACT. This paper presents research results of mixed base number systems using a bi-nomial representation of numbers and nonlinear coding methods by constant weight codes, which are based on a binomial count. Also we propose a method of non-binary constant weight coding based on a generalized binomial-positional representation, which allows to generalize the known approach to the non-binary case and practically implement computational algorithms for generating non-binary sequences of constant weight. The proposed method of non-binary con-stant weight coding can be useful for improving post-quantum code-based cryp-tographic algorithms.

Remote IoT-based Control System of the Mobile Caterpillar Robot

ABSTRACT. The paper is dedicated to the development of the remote IoT-based control system of the mobile caterpillar robot (MCR) that able to move on inclined and vertical ferromagnetic surfaces. Nowadays such industrial robots replace humans when operating in harmful and dangerous working conditions, they are really needed for cleaning, welding, cutting, painting, inspection in shipbuilding, ship repair and another branches of heavy industry in the world. The authors propose experimental model of the industrial MCR with separate clamping magnets. The general functional structure and the functional features of a hierarchical remote system for the MCR control based on the Internet of Things technology have been considered. The basic software and hardware means of the experimental model of the remote control system of MCR are described. The hardware includes embedded solution based on non-expensive NodeMCU board with ESP8266 and power units. The program algorithm and Blynk application for Android with cloud service in interaction are made up the software of the robot’s remote IoT-based control system. So, the experimental model of the proposed system for MCR allows to control the spatial movement of the robot in “point-to-point” network and from any place of the world in the presence of access to the Internet. The usage of the given system makes it possible to remotely access to the control processes of outside experts while insufficient qualifications of an attendant.

Information Technologies to Estimation the Effectiveness of Water Supply Systems Control Depending on the Degree of Model Uncertainty

ABSTRACT. Efficiency of implemented control depends on the degree of adequacy of used models of object. The article introduces the criteria characterizing the degree of closeness of obtained solutions when using different types of models of control object. The algorithm of estimation of quality and efficiency of water supply systems control depending on the volume and composition of operative information about the object under control is presented. Carried out researches have shown, that for maintenance of optimum values of criteria of quality and efficiency of water supply systems functioning on a control interval [0, T] it is enough to have pressure measurements in all local dictating points of a network. Further increase in number of measurements does not lead to improvement of these criteria values. Researches were carried out with the use of simulation modeling method of real water supply systems functioning. Information technologies for solving the whole range of tasks necessary for getting the result are described. The efficiency of realized control depends on the degree of the adequacy of using simulation models of the object. In the article the criteria that characterize the degree of the received solutions proximity are suggested using various forms of the water supply systems model. The algorithm of efficiency estimation of water supply systems control depending on the volume and content of the controlled object operational information is suggested. It is shown that to provide the optimum values of these criteria it is sufficient to have the pressure measures at all the local dictating points of the network. It is demonstrated that further increase of the numbers of measurements do not result in improvement of the criteria meaning. The research is carried out using the method of imitation modeling of the real water supply systems functioning.

The Introduction of Ethics into Cybersecurity Curricula

ABSTRACT. Abstract. The article is devoted to the analysis of the problem of teaching professional ethics to future cybersecurity specialists. It is stated that professional tasks of cybersecurity specialists nowadays cannot always be solved using the identified procedures and guidelines. The dilemmas that arise are not always supported by the corresponding laws, rules or codified standards due to the much faster development of the technological basis compared to the legislative support of the professional activity. Thus, the cybersecurity specialists can face unpredictable problems that can require ethical awareness. The article analyses three international educational efforts in creating educational standards for the cybersecurity course: the National Initiative for Cybersecurity Education (NICE), the Cyber Education Project (CEP), Cybersecurity Curricula 2017 and the role of ethics in each. As well as that, the article looks at the national educational standard for this course and the international experience of embedding ethics into cybersecurity curricula, suggesting that the introduction of the ethical component into the national educational programmes would benefit the educational process.

RISK ASSESSMENT FRAMEWORK BASED ON THE MODEL OF HUMAN-INFRASTRUCTURE SYSTEM

ABSTRACT. The paper is devoted to developing the Multi-hazard Risk Assessment Framework containing models, scenarios, and methods for analyzing the risk related to multi-hazards. The multi-layered spatial model and the model of the Human-Infrastructure System based on hierarchies and having great scalability in time and space are proposed. These models take into account all possible relations between people, objects of infrastructure, natural environment, and corresponding spatial areas. The proposed event-based scenario representation model provides sufficient detailization in space and time and can properly represent multi-hazards, including compound events, cascading effects, and risk-related processes driven by environmental and societal changes. A novel extensible Multi-hazard Risk Assessment Framework that is a skeleton containing the multi-hazard risk assessment toolkit dealing with threat/danger, vulnerability, damage, coping capacity, risk and multi-risk is presented. The risk scenarios within this framework can describe multi-hazards as a multitude of spatially distributed dynamic processes influenced by various drivers. The implementation of the proposed models and framework is also considered.

Representation of higher education institutions in social networks and organization of digital profile by means of ICT

ABSTRACT. Social media have become a popular online platform for modern society, as they are simple and easy to use. The paper presents the content analysis of higher edu-cational establishments’ official web pages on Facebook and Instagram social nets as well as their promotional role in creating a definite image of a school. A statistical measurement of the Internet audience, research on topics of posts on of-ficial pages of higher educational institutions, format of information submission, features of work with an audience - all these characteristics allow to reveal indica-tors of data management effectiveness. On the one hand, the article reveals the ranking of the top universities on Facebook with the reference to objective statis-tic data (Harvard University, the University of Oxford, and the National Auton-omous University of Mexico) and, on the other hand, the web pages of Harvard University, the University of Oxford and Stanford University are analyzed on In-stagram. Such research permits to generalize the experience of foreign countries to project web pages of universities as an optimal way to make them popular in the open online academic space and to provide effective feedback.

The adaptation course of physics in a technical university

ABSTRACT. An important component of the professional development of a modern engineer at a technical university is the knowledge of fundamental disciplines, physics in particular. While studying this subject, students acquire the basic knowledge that are necessary for mastering their professional competence and at the same time they form a special way of engineering thinking. Unfortunately, the first-year students lack basic knowledge and skills on physics, especially in solv-ing physical problems and tasks. This leads to having vital complications while learning the course of physics according to the syllabus of a technical university. Some students realize it and try to eliminate the defects of the previous stage of their education by their own. The goal of this article is to describe the adaptive course of physics for the students of the technical university. The course was constructed to study un-der the flipped classroom model of the blended learning. The developed teaching materials include brief theoretical information, methodological instructions how to solve the problems and the examples, as well as tests on each theme to monitor students’ level of knowledge. The materials are hosted in the LMS Moodle. The approbation of the teaching materials and offered methodology were carried out among a number of the first-year students. The usage of the developed materials showed rising in student activity in the classroom in solving the prob-lems and according to the results of the summing-up tests most students have made up for their deficiency in this subject.

Development of electronic multimedia interactive textbook for physics study at technical universities

ABSTRACT. The article reveals the problem of creating and improving e-textbooks on technical disciplines on the example of development of electronic textbook for physics study at technical universities. The disadvantages of e-textbooks based on standard platforms and templates are considered. The problems of using Web technologies for the improvement of such textbooks are discussed. There are numerous platforms and templates for creating electronic textbooks. However, our analysis and experience with such resources showed their inconvenience and inadequacy for the needs of the engineering specialties education: students find it difficult to navigate in a large amount of material, many equations, massive evidence base, large graphic material. The presented e-book configuration is created by JavaScript direct programming. The e-book significantly expands the visibility of the material (color accented graphics, videos, animation, etc.), improves usability (thoughtful intuitive navigation, one-click equations, tips, etc.) using the capabilities of computer technology. It contains a variety of original demo animation, videos, and color drawings worked out to the smallest detail. Many convenient hyperlinks are available at the click (pop-up formulas, tips, help and additional information). The e-book also optimizes the student’s independent work (examples of detailed step-by-step solution of problems, questions for self-testing with hidden answers, etc.). The e-book is offered to students of all technical specialties and all forms of university education. The application of this e-book involves acquiring theoretical knowledge and practical skills in physics.

Applied Aspects of Instrumental Digital Didactics: M-learning with the Use of Smartphone Sensors

ABSTRACT. Abstract: According to the concept of the new Ukrainian school, the educational process is undergoing profound changes. This is partly due to the active implementation of variety of information and communication technologies and mobile equipment. The article discusses the methods of use of mobile applications for physics study. Foreign and Ukrainian experience of using information-technological and technical capabilities of mobile devices for educational purposes is analyzed. The classification of mobile applications is proposed, methodological advantages and disadvantages of their use in the educational process are defined. Mobile applications are the important part of the digital didactics tools. Examples of their application for conducting extra-curricular independent educational research in physics are given. Features of innovative teaching methods based on the use of the measuring, computing and modeling functions of the sensitive elements of gadgets are revealed. It is noted that the techniques with the use of mobile applications significantly increase the motivation to physics study, support the interconnected formation of natural science, technical and technological competences of learners, and the development of their creative and critical thinking.

The Reference Analysis as a Quality Characteristic of a Scientific Article

ABSTRACT. Nowadays the qualitative characteristics of a scientific document are becoming more and more relevant because a large number of conferences, seminars, and journals generate a huge amount of scientific papers. A scientific paper consists of such elements as title, information about the authors, abstract, keywords, body and a list of references. References are one of the important factors that affect paper quality. Furthermore, the paper list is often used as a tool for manipulating citation indicators. The authors of this work do not explore the complete scientific article as an object of research, but only a list of references. In this paper, the authors analyze the qualitative characteristics of the cited sources and highlight the formal features that characterize the quality of the references. Ukrainian scientific papers were used as data for the experiments. Results showed that the quality question is а topical matter for Ukrainian science. In this paper, the authors have developed an application that allows the reviewer to analyze the list of paper references and an approach to the analysis of the bibliography, which allows identifying those sources that may not be relevant to the research topic. This approach allows determining the artificial increase of irrelevant references.

Using machine learning to predict the stress-strain state of a rectangular plate with a circular cut-out

ABSTRACT. The paper describes the scheme of machine learning using for the stress-strain state analysis of a rectangular plate with a circular cut-out. The plate might be of arbitrary sizes and the cut-out might be of an arbitrary radius. Each side of the plate is supposed to be free, supported or fixed. Additional input parameters of the data set are following: size of plate’s side, thickness of the plate, Young’s modulus, Poison’s coefficient, and pressure load. Initial parameters have been random generated. The training set is generated by the finite element method. The artificial neural network merges numerical and one-hot input layers. The devel-oped regression model allows to predict von Mises stresses for a rectangular plate with a circular cut-out.

ICT as a tool for improving the quality of methodical work in the first link of the system of education

ABSTRACT. This article considers possibilities of using information and communications technology (ICT) as a tool for improving the quality of methodical work in the first link of the system of education. The results of the real state of ICT usage in the conditions of a preschool educational institution are presented. The ICT competence level of the teachers practitioners of the first link of the system of education has been clarified, the level of technical support of preschool institutions has been studied and the state of methodical support of the use of ICT in the educational process of the first link of the system of education has been investigated. The research confirms that pedagogical staff of preschool educational institutions is familiar with modern ICT, they use them fragmentary but they need the methodical support for the use of ICT in their professional ac-tivity. The system of work with ICT use to improve the quality of methodical work in the preschool educational institution has been proposed. The lifehacks of the methodical office of a preschool institution on the use of ICT in methodical work with preschool teachers and educational work with children are described in the system of the work. Particular attention is focused on the algorithm of implementation of several resources that will be useful in the methodical work of preschool teachers using ICT. Summarizing the research,it should be mentioned that ICT should not be used thoughtlessly, we need to take into consideration what benefit this technology will bring to the preschool teachers of a preschool institution.

ICT as a key instrument for balanced system of pedagogical education

ABSTRACT. The article presents the results of the study of future pedagogical specialists competences development with the help of ICT. The sense of future teachers' professional training is analyzed within different scientifically views and approaches. Fundamental, invariant and variation components of a balanced educational system are defined. The modern requirements to digital skills of future specialists are discussed. The quantitative and qualitative results of an experimental study proved the set of professional qualities of modern flexible alumnus. The experience of implementing ICT in high education is reflected on the example of courses History of pedagogy and Frebelpedagogy. A piloting course for mastering “soft skills” is described. Its object is to increase the level of general professional training. Implementation of ICT in a balanced system (fundamental, invariant and variant components) affects the alumni competitiveness. It causes the capitalization of students as future specialists able to integrated their knowledge in changing social and cooperative environment.

Didactic Potential of New Generation ICT in Forming Information and Communication Competence of Upper Secondary School Pupil

ABSTRACT. The article focuses on forming the information and communication competence of upper secondary school pupils. The meaning of an “information and communication competence of pupil” (IC-competence of pupil) is pointed out. The importance of blended learning and on-line learning is substantiated. The possibilities of introducing new types of ICTs into education, peculiarities of their application are characterized. In the process of experimental study, the tasks developed using on-line resources are tested (“LearningApps”, “Prezi”, “Emaze”, “PoowToon”, “Kizoa”, “Padlet”, “Thinglink”, “Piktochart”, “Tagul”, “Canva”, “Realtimeboard”, “Mindmeister”, “Mindomo”, “Ilovefreesoftware”, “Zaption”). It has been found out that these tasks and the selected on-line resources contribute the analysis and interpretation of artistic works. It is also crucial to use Google as a searching tool for pupils in the process of their educational activity. The upper secondary school pupils’ cross-cutting skills, which promote the forming pupils’ IC-competence, are determined. The cross-cutting skills give the opportunity to work in standard and updated conditions. The ICT potential of the new generation is revealed in samples of artistic works. There are examples of using the Internet resources for the purpose of forming the IC-competence of upper secondary school pupils. The effectiveness of the tasks which form an IC-competence of pupils has been verified. Thanks to implementing new kinds of ICTs, teaching the upper secondary school pupils has become more qualitative, and forming the IC-competence of pupils has become more effective. The article also deals with other results of an empirical research carried out among the upper secondary school pupils.

Future Educators' Training for Project Activities Using Digital Technologies

ABSTRACT. The practical importance of using digital technologies in preparing future educators for project activities is considered in the article. The importance of training future educators for project activities by means of digital technologies is substantiated. The authors have identified aspects of research the problem of ICT implementation into project activity, conducted by modern foreign scientists, in particular, STEAM model of education; designing a STEAM-oriented digital school environment; training of STEM educators; information technology in project training; introduction of 3d technologies, virtual and augmented reality into the elementary school educational process; 3d, virtual and augmented reality technologies in higher education. The components of the educational environment are defined: organizational component (organizational structures; corporate standards); content component (training resources; scien-tific resources; methodological resources; controlling resources; reference re-sources); technological component (IT infrastructure; centralized services). The information and educational environment is considered by the authors as a sys-tem consisting of educational resources based on modern educational technolo-gies, in particular, information and educational technologies; cloud learning technologies; activity-oriented technologies; case technologies. The peculiari-ties of a higher education institution’s educational environment organization us-ing digital technologies are analysed. It was identified on-line, multimedia ser-vices and resources that students work with during their project activities, such as: Easel.ly, Рiktochart.com, Padlet, Symbaloo, Coggle.it, ThingLink, WordArt, LearningApps.org, PowToon, Prezi. The present state of future teachers’ prepa-ration for project activities using digital technologies is revealed. The model of future educators’ training for the project activity with the use of digital tech-nologies is offered. The authors analyse how to use digital technology effec-tively in teaching the course «Project activity in educational institution» on the Moodle platform. The effectiveness of preparing future educators for project ac-tivities using digital technologies has been proved.

Regional Policy of Advanced ICT in the Minds of Forming Economy Knowledge

ABSTRACT. The purpose of this article is to determine the disproportions of the development of Ukrainian regions and their typing on the basis of establishing common characteristics in the processes of spreading the latest information and communication technologies, the speed of which determines the prospects for the formation of the knowledge economy in the country. The method of generalization and systematization, cluster analysis and cartography were used to determine the object of research. The clustering of the regions of Ukraine for the conditions of 2009 and 2018 years were proceed, which resulted of distinguishing five homogeneous clusters that differ in the degree of dissemination of information and telecommunication technologies and in regard to this were characterized by different levels of willingness for the formation of knowledge economy in a separate region and the whole country. There were established vectors for strategic development of the regions of Ukraine for each cluster, that are directed at the spreading of information and telecommunication technologies service as a key tool for the formation of the knowledge economy in the country, there were also substantiated the possible results from the implementation of measures to improve the functioning of the country in this field of activity.

The system of simultaneous equations in regional economic potential assessment within Smart Specialisation Framework

ABSTRACT. Economic potential plays the pivotal role in the regional development and the high level of it leads to regional sustainability. Demographic change, economic performance, labour force potential, innovation capacity, investment inflows are the key elements of regional potential assessment. Conducting assessment of regional economic potential is a part of Smart specialisation framework, which identifies the priorities of regional innovation policy. Existing methodologies are not always applicable in the terms of emerging economies. Therefore, the alternative assessment method of regional economic potential is offered in the article, which includes a set of regional development indicators. The purpose of the article is to conduct an assessment of regional economic potential using simulating equations and to define the impact of relevant indicators on its formation. In the article the authors developed the model of economic potential assessment based on systems of simultaneous equations and its step-by-step algorithm of realization. This mathematical apparatus allows to identify the links between the key (basic) factors that are the formative (determining) complex economic objects, which is the economic potential of the region. The use of systems of simultaneous equations is relevant for different areas of study: forecast, management or scenario calculations, which could be widely used in Smart specialisation processes. The research results will be useful for key stakeholders of Smart specialisation project (regional authorities, business, academic sector and NGOs) in order to choose the priorities of regional innovation policy during Entrepreneurial discovery process. The research is done within the project “The SMEs’ development models in the context of regional Smart Specialisation”.

Modeling of the TV3-117 Aircraft Engine Technical State as Part of the Helicopter Power Plant in the Form of the Markov Process of Death and Reproduction

ABSTRACT. In this work, the actual scientific and practical problem of modeling the technical state of the TV3-117 aircraft engine as a part of the helicopter power plant in the form of the Markov process of death and reproduction, the results of which are applicable in the form of a stochastic network of the GERT type (Graphical Eval-uation and Review Technique) for formalizing the behavioral activities of the heli-copter crew in emergency situations. The results obtained allow us to simulate the development of flight situations in the direction of complication and vice versa. The resulting information model for determining the failure of the TV3-117 air-craft engine is a graph of the standard deviations of the state vector of the proba-bilities of its state, obtained as a result of flight tests, with a graph for its ideal state.

Models and methods for computer adaptive training support of algorithmic tasks solution

ABSTRACT. Based on the approach to the rational control of engineering systems in conditions of uncertainty, created by Professor A. Kulik, models and methods of adaptive computer support of getting knowledge and skills in algorithmic academic tasks solving were developed. There were proposed three modes of such systems functioning: demonstration, solving with hints and test, which organized in two stages of training: calculations according to certain algorithm and algorithm development according to certain task statement. The models of algorithmic academic task, the method of calculation and generation of the tasks statements variants, the student model, the method of automatic generation of diagnostic models of missing operands, the data model, the model of teaching and methods of trainee program diagnosis are described in the paper. Proposed models and methods allow to structure and formalize training process, as well as to improve such algorithms characteristics as occupied memory and calculation time in order to provide adaptive computer support of tutoring.

Machine Learning: overview of the field

ABSTRACT. Machine Learning is a rapidly evolving branch of a more general field of Artificial Intelligence. During the last ten years it has received a lot of attention due to a series of very impressive algorithmic results that slowly become comparable to a human-level performance on many real-world applications ranging from image recognition, speech generation to language translation and even playing strategy games.

During my talk, I’ll start by defining main components of machine learning algorithms, from collecting and preparing the data for training and evaluating the model performance. I will then give a historic overview of the progress in the field during the last decade or so. I will specifically focus on the methods and algorithms that made a substantial difference in accuracy and performance of the method. Moving to present, I will present my analysis of the current trends to try to understand the dynamics of the field and what is the current focus of the community.

Finally, I would like to give a brief overview of the main conferences, journals, venues and platforms that people could follow in order to get the most recent news in Machine Learning. I will also go over a typical paper structure and will talk about what makes a paper successful and what reviewers typically pay attention to when reviewing papers.
