Abstract

Achieving local development in its comprehensive concept requires a system that translates the aspirations of local communities and their demands while adapting them and transforming them into practical development policies and programs, through the mechanisms of governance in which decisions are made in a participatory manner for all actors at the local level, taking into account all the local human resources and qualifications. And natural and economic by using the optimal and employment to create wealth locally, being the main engine of the development process. The embodiment of development in Algeria is under great stakes, to improve the quality of life of communities whose demands have risen in the current era, despite the state's administrative structure on the system of administrative decentralization by entrusting local communities to manage the local affairs, through legal frameworks to create conditions for Wealth and sustainable local development, however, face great challenges in the management of local affairs and the inability to create wealth and be able to exploit all the possibilities available locally, which led to a low level of local development, which makes us examine the real reasons Is this due to the legal system of financing mechanisms, the ways in which local financial resources are collected and the mechanisms to invest them, is the area of ​​legal freedom granted to local bodies elected to make effective development decisions insufficient, or are local communities deficient in their role in Making decisions in the management of local affairs. By answering these questions, we can identify the real factors that affect the management and management of development processes at the local level.
