However, there were no studies that accurately assessed the value chain of the actors through their indicators. Therefore, the relationship between student, teacher and administrative performance (DAS) was evaluated by means of emotion engineering. Thus, based on the theoretical proposal of Hirata Okamoto (1) and Nagamachi (2), the following hypothesis was proposed: If the emotional relationships in the value chain are identified, the criteria that allow CETAC 02 to improve its performance in achieving its strategic objectives can be obtained. In addition, as a theoretical structure supporting the relationship between man - infrastructure - environment, it is expected that there must be a balance between the three elements, each with its requirements for there to be a symbiosis because one cannot exist without the other. (3) From which, the analysis resulted in the limitation in the achievement of strategic objectives, the strategy for the achievement has been based mainly on didactics. This has so far generated a break in the value chain, with the organization achieving only the elementary purposes, without being a significant influence. It is an opportunity to value beyond didactics, to manage the key human talent for the central objective of meaningful learning, it is evident a strong disengagement with the new approaches of collaborative competitiveness, knowledge management and proven models of high collaboration. This is demonstrated by a concrete absence in the organizational culture, by the temporary effect of management and continuity breaks.
