Coordination issues with rotorcraft operating constraints and transportation issues are a major factor influencing mission success. In this context, the paper proposes optimising the use of helicopters in small and medium-scale natural disaster response operations. The study takes into account helicopter operations as well as transportation constraints in order to reduce total time of operation in a one-to-many service network. In multi-trip helicopter routing, the integer programming approach takes helicopter landing compatibility, coverage radius, and payload capacity into account. The proposed procedure for relief was tested on a real post-disaster scenario, using the characteristics of the response operation to the floods that occurred in the north east region of Assam, India, in 2022. The results show that the developed methodology is a viable tool to assist decision making regarding the use of helicopters for last mile deliveries in humanitarian supply.
