Its progression is shaped by evolving hydrological and climatic conditions and by the degradation of aging structures, requiring operational intervention decisions to be made under conditions of incomplete information and finite inspection capacity. Although modelling and monitoring techniques have advanced, the judgement processes underpinning these decisions remain difficult to observe and analyse. Serious games are widely used for training and engagement, yet their potential as structured instruments for eliciting and analysing operational decision strategies in infrastructure risk contexts remains comparatively less formalised in micro-level operational infrastructure contexts in relation to bridge scour. This research proposes a scenario-driven serious game framework for externalising and systematically examining operational decision processes under configurable uncertainty in bridge scour management contexts.
