This research presents a groundbreaking, technology-driven blueprint to resolve the chronic economic collapse and institutional fragmentation in Yemen. Recognizing that local political factions benefit from the current monetary divide and lack of financial transparency, this paper introduces a neutral, decentralized approach leveraging the scalable infrastructure of the Pi Network. Built upon six core pillars, the framework outlines the issuance of a stable Digital Rial (YER Token) backed by Pi reserves, the creation of an immutable, blockchain-based national employee registry to eradicate payroll fraud, and the automation of humanitarian aid and supply chains via Smart Contracts. Additionally, it integrates a decentralized educational pathway (PiEdu) and prepares the private sector via KYB protocols. This model offers international financial institutions and UN agencies an actionable, consensus-based, and anti-corruption methodology to restore fiscal sovereignty and socioeconomic stability in Yemen.
