This paper asks how transition agenda formation can be connected to university-based education and project formation to generate transition practices from the semiconductor domain. Drawing on Transition Design and Transition Management, we conceptualize the Transition Practice–Education Cycle (TPEC), a process framework that links a transition agenda formation workshop with frontrunners, a university-based Transition Design studio, and a project formation forum with stakeholders. Using Research through Design, we report an initial TPEC implementation at Institute of Science Tokyo. The analysis identifies two translation functions absent from the initial design: Agenda-to-Education Translation and Project Translation and Validation, informing a revised TPEC framework that embeds both as explicit design functions. The study also suggests Transition-oriented Semiconductor Capability as a potential educational goal for enabling technology sectors.
