Vasyl Porokhnya, born in 1949. Doctor of Technical Sciences-1993 and Doctor of economic sciences-2004. In 2004 he received an internship in the USA and received a certificate in online technologies in education.

Since 2005 he has been implementing the theory of intellectual capital development in the educational sector and applying it in the branches of production based on the strategy of development of the human potential of the state.

The works have been tested in Moscow (Institute of Management Problems of the Russian Academy of Sciences, Moscow State University), St. Petersburg (CEMI RAN), Poland, Chicago, Spain, and the annual All-Ukrainian Scientific and Methodological Conferences “Problems of Economic Cybernetics”. As a result of research on the innovative development of intellectual capital at the micro and macro levels, he trained eight doctors of science.
