The Digital Government Society (DGS) announces dg.o 2027, the 28th Annual International Conference on Digital Government Research. The conference brings together scholars and practitioners to present, discuss, and demonstrate interdisciplinary research that advances the theory and practice of digital government.
Under the theme “AI Transformation and Government Innovation: Advancing Theoretical Foundations and Empirical Evidence,” dg.o 2027 explores how artificial intelligence is reshaping public organizations, administrative processes, public services, and relationships between citizens and government. The conference emphasizes theoretical development, rigorous empirical evidence, and the public values of effectiveness, equity, transparency, accountability, efficiency, responsiveness, and fairness.
While AI transformation is a central focus, the conference welcomes research across the full breadth of digital government, including digital inclusion, interoperability, digital public infrastructure, cybersecurity, and organizational transformation. Comparative, international, and regional perspectives are particularly encouraged.
Submission Guidelines
All papers must be original and must not be simultaneously submitted to another journal or conference. Contributions across theoretical, empirical, methodological, and practice-oriented approaches are welcome.
Submission categories include:
- Research papers advancing theoretical foundations, presenting empirical findings, or developing methods relevant to digital government.
- Posters and demonstrations presenting emerging research, innovative applications, prototypes, or practical developments.
- Panels, workshops, and tutorials addressing significant research questions, methods, and challenges in digital government.
- Doctoral Colloquium submissions presenting doctoral research in progress.
All conference sessions will be conducted in English. Detailed submission categories, paper lengths, formatting requirements, review procedures, and submission instructions will be provided in the full Call for Papers.

Doctoral Colloquium, panels, workshops, tutorials, posters, and demonstrations: January 31, 2027.

List of Topics
dg.o 2027 welcomes contributions addressing the following four key themes:
Algorithmic accountability: Transparency, auditability, contestability, and redress when public decisions are shaped by algorithmic systems, including oversight institutions, procurement, and standards.
Human–AI collaboration: How public servants, professionals, and AI systems share responsibilities, build or lose trust, and reshape administrative capacity, skills, and discretion.
Citizen engagement: AI-mediated participation and public service co-production; accessibility, digital inclusion, and equity; and the changing relationship between citizens and the state.
Democratic legitimacy: Institutional and constitutional questions raised by AI in government, including authority, oversight, representation, information integrity, and public trust.
Beyond these four themes, the conference welcomes research across the broader digital government domain, including interoperability, digital public infrastructure and services, cybersecurity, and organizational transformation. Contributions need not directly involve AI.
