Overview
Cities are complex networks made of an array of smaller, distinct actors. The same networks are shaped by centuries-old structures that make deep collaborations and innovation within agencies and across sectors all too rare and, consequently, reduces the cities' problems solving capacities.
The solutions cities develop for their traditional and newly emerged problems are often not treated as scalable knowledge. Cities regularly solve problems that already have been addressed by other cities, when, instead, they could be modifying solutions and lessons learned in other cities, tailoring them to be more cost-efficient and effective.
Resiliency has been a strategic contemporary paradigm targeting expanding the built-environment capacity to meet current and futuristic challenges. It focuses on expanding the understanding of how existing challenges are connected, and that planning and design not just for potential natural and man-caused shocks but also for everyday stresses such as buildings inadaptability and obsolescence, chronic water shortages, crime, violence, economic inequality, and inefficient public transportation.
The Saudi government has developed the Vision 2030 and the 2020 National Transformation Program (NTP) in efforts to put the country on the path to sustainable economic growth and development. Together, these strategic plans set short and long-term goals and objectives to transform the country to one that is sustainable, resilient, diverse and at the center of international trade. One of the goals of the Saudi 2030 Vision is to have Saudi cities be recognized in the top-ranked 100 cities in the world. Achieving this goal and others will validate the resilience of the country's cities in face of challenges and will outline numerous opportunities.
The College of Architectural and Design at Effat university invites all subject concerned scholars, academics, practitioners, policy makers and local and international institutions officials to share their experiences and thoughts in The Second Memareyat International Conference. The conference focuses on the exploration of the multifaceted paradigms and avenues of the built-up resiliency which are complex in nature and involve multiple-terms effects.
The conference revolves around two central themes constitute focal points for participants to initiate networking, workshops, round-table discussions and inspirational presentations.
Conference Thems
The conference invites submissions of original research papers, posters and exhibitions on topics related to the following themes, including but not limited to:
Theme One: Resilient Buildings and Structures: Challenges and Solution
The premeditated resilient Architectural and structural design approaches, experiences, and theoretical thoughts of different buildings' functions and types in response to vulnerabilities of multi-dimensional challenges detrimentally affecting life quality of users. The interlinks of buildings resilient performance are about the holistic city systems; active and passive building resiliency techniques and resilient management Systems, environmental challenges (climatic change consequences for example) to Architectural conceptualization and implications on Architectural Design paradigms, in addition to heritage buildings and resilience approach to historic preservation. The theme may include the following topics:
- Architectural, structural, and construction challenges and resiliency
- Natural disasters and Environmental change: challenges and innovations in Architectural Design, Structural Designs, and Construction techniques
- Man-Made crises, preparedness, and solutions
- Buildings and structures resilient management systems
- Innovations and leaned lessons in buildings and structures' crisis resiliency & disaster preparedness
- Architectural Conservation and Environmental/ natural/man-made risk
Theme two: Resilient Cities: Challenges and Solutions
This theme is focusing on the effective planning and management solutions for cities and urban agglomerations, finding measures of managing resilient communities, and how to establish management strategies and long-term adaptation measures and mitigation, resulting in better practices of protection for communities.
Natural and human-made disasters experts and researchers present steps to move practice into a community leadership role in smart growth, emergency planning, and real-time responsiveness. In awaken of natural disasters, wars, epidemics, and other forms of crises, there's a growing movement for building resilient communities. This theme will cover innovative design strategies that combine smart growth, emergency planning, and hazard mitigation, and responsiveness to severe natural and human-made shocks. The theme may include the following topics:

- The Economic and Social Dimensions of Resiliency in Developed and less-Developed countries
- Managing Urban Resiliency: obstacles, chances, and potential courses
