This paper-oriented workshop scientifically addresses recent research efforts in the field of blockchain technology use for cross-organizational collaboration. The workshop focuses on the application of information and communication technology in order to enable organizational and governmental service provisions. The resulting technology-mediated processes are changing the delivery of private- and public services, as well as the broader interactions between citizens, governments, and organizations. More and more countries are considering e-governance solutions as a tool to improve the efficiency and transparency of their services. However, there exists a gap of understanding the support of trust and reputation via blockchain solutions that allow for immutable event traceability. The workshop aims for exploring systematic approaches for developing and interrelating blockchain-technology supported services, as well as increasing issues concerning blockchain-tech, enabled security and privacy of personal data use. In addition, technological advances in the field of big data analysis, blockchains for distributed application deployment, smart contracts, the Internet-of-Things, agent technologies, etc., offer new research directions in the blockchain-technology space for further improvements of existing solutions.
The goal of this workshop is to promote, establish and speed up blockchain-technology related research, and identify future research questions. Contributions should focus on clearly stated research questions covering the topics mentioned below.
Submission Guidelines
BIOC’23 is intended to be a half-day virtual and online workshop divided into three sessions, in which around 4 full and 2 short scientific papers will be presented. All papers must be original and not simultaneously submitted to another journal or conference. The following paper categories are welcome:
- Full papers will have a time slot reserved of 30 minutes (20 minutes for the presentation and 10 minutes for questions and discussions),
- Short Papers will have a time slot of 15 minutes (10 minutes for the presentation and 5 minutes for questions and discussions).

Invited Speakers
Prof. Walid Gaaloul (Tentative)
is a professor at Télécom SudParis engineering school (grande école d'ingénieurs) in the field of Information and Communication Technology. Télécom SudParis is part of Institut Polytechnique de Paris (IP Paris) and Institut Mines Télécom. Walid Gaaloul is member of the DIEGO group part of the Computer Science Department of Télécom SudParis and the CNRS research laboratory SAMOVAR.
Before joining Télécom SudParis, he was a researcher at the Digital Enterprise Research Institute (DERI) and an adjunct lecturer in the National University of Ireland, Galway (NUIG). He holds an M.S. (2002) and a Ph.D. (2006) in computer science from the University of Lorraine, France, and a habilitation (2014) from Pierre et Marie Curie University, Paris, France. He was a junior researcher in the Lorraine Laboratory of IT Research and its Applications (LORIA-INRIA) and a teaching assistant in the University of Lorraine, France.
His research interests are on Business Process Management, Process Mining, Cloud Computing, Service Oriented Computing. Walid Gaaloul has published over 100 research papers in these domains. He serves as program committee member and reviewer at many international journals and conferences, and has participated in several national and European research projects.
Publication
Authors are invited to submit original, unpublished research papers. Papers must be written in English and strictly following ACM style. Standard ACM conference templates for Microsoft Word and LaTeX formats can be found here:
Three types of submissions are accepted:
- Regular Research papers: contributions should describe original work (up to 6 pages including all text, figures, references, and appendices).
- Industrial case studies and lessons learned papers: works with experiences and notable industrial advances using model-driven engineering technology for verification and testing purposes (up to 6 pages including all text, figures, references, and appendices).
- Short Papers and position papers: Research in progress, tools presentations, and new ideas (up to 4 pages including all text, figures, references, and appendices).
Papers must be submitted in PDF format via the electronic submission system.
Submitted papers will be evaluated according to their rigor, significance, originality, technical quality and exposition, by at least three distinct members of an international program committee.

Venue
We are glad to announce that BIOC'23 will be back to an in-person conference! We look forward to welcoming the participants to Crete. However, we will keep monitoring the situation of the pandemic to decide later if remote participation would be possible for those having travel restrictions.
