Abstract:
The circular economy concept is gaining attention as a sustainable approach to resource management and waste reduction, particularly in the construction sector. This study focuses on Albania's construction sector, a growing industry with significant environmental impact and waste generation. The research investigates the barriers, drivers, and stakeholders influencing the transition to a circular economy in Albania's construction sector. The study utilizes a qualitative research approach, including a literature review, policy analysis, and interviews with key stakeholders from government agencies, construction companies, waste management firms, and NGOs. The results identify barriers and drivers categorized into economic, informational, institutional, political, and technological factors. Key stakeholders impacting the circular economy in the construction sector are also identified, including government agencies, construction companies, waste management organizations, NGOs, and academia. The findings highlight barriers such as a lack of awareness and knowledge among stakeholders, limited financial resources, unclear regulations, and the perception of increased costs. Conversely, drivers include raising awareness, growing demand for sustainable materials, and the potential for job creation and economic benefits. The study emphasizes the importance of stakeholder cooperation and engagement, clear regulations, funding, and awareness campaigns to promote circular economy practices in Albania's construction sector. It also suggests the development of circular business models and collaboration with waste management companies to establish a circular supply chain. The research provides valuable insights for policymakers, practitioners, and researchers interested in advancing the circular economy in Albania's construction industry and beyond.
