Abstract:
It is stated that Ukraine's further economic growth should be directed by Government's Sustainable Development Strategy, the key idea of which is harmonization of three interconnected components - economic growth, environmental protection and social protection for all members of a society. The threats of waste accumulation to the sustainable development of the country were emphasized. It has been proven that the most successful way to deal with the problem of the waste is to recycle it. The feasibility of introducing an eco-project for the municipal solid waste recycling is substantiated. The complex mathematical model of profit forecast is developed. It shows the tariffs influence on profitability of eco-project on construction of the plant for municipal solid waste recycling according to inertial and innovative scenarios of economic development in Poltava region, Ukraine. Emphasis is placed on the shortcomings and gaps of the existing tariff policy on solid waste management services. There is a lack of incentives for the development of business recycling under the existing tariff policy. A single tariff should be combined uniting the services cost for the removal, sorting, processing and disposal of the waste. It is proposed to establish a single tariff without dividing by consumer categories.
