The open distance learning (ODL) focuses on open access to education and training to make the learners free from the constraints of time and place, and offering flexible learning opportunities to individuals and groups of learners. In India, ODL is one of the most rapidly growing fields of education and skill development and it has substantial impact on all education delivery systems. The ODL system’s objectives are reaching the last mile, providing education to downtrodden sections and democratizing higher education. As per all India survey on higher education 2016-17, total enrolment in higher education due to 864 universities, 40026 colleges and 11669 stand-alone institutions has been estimated to be 35.7 million. The total enrolment in distance education due to 15 open and 117 dual mode universities is 4.08 million and constitutes about 11.45% of the total enrolment. However, ODL system is having several issues like improving the quality of learning and scalability. Also, skill development is highlighted in sustainable developments goals as an essential prerequisite for sustainable development. Skill development is also essential to address the opportunities and challenges to meet new demands of changing economies and new technologies in the context of globalization.
During last two decades, information and communication technologies (ICTs) such as Internet, database and data analysis frameworks are being employed to improve the performance of ODL and skill development. There is a scope to exploit the latest ICTs to improve the performance of ODL system and skill development. The objective of workshop is to bring researchers who are working on the topics of data science and open distance learning/skill development together and carry out exchange regarding building systems to improve quality and scalability of open distance learning and skills development.
The workshop calls for innovative ICT and data science methodologies/frameworks to improve ODL and skill development. The papers on the experiences of extending ICTs and data science based approaches for improving ODL and skill development are also welcome.
