“Digital Transformation in the Public Sector: From Design to Impact”
Call for Proposals
Considerable technological advances have characterized the administrative modernization of recent years, both in research and in practice. The goals are manifold: digital transformation is associated with increased efficiency and performance, but also with greater transparency, participation, and cooperation. There are still many unanswered questions about the actual impact of digital transformation. Empirical e-government research mainly deals with questions of acceptance, adoption and success criteria.
Therefore, we ask potential authors for theory-driven empirical contributions dealing with the key question: What impact does digital transformation have on the public sector at the institutional, organizational, and individual level?
By digital transformation, we do not address the electronic replication of existing structures and processes. Digital transformation is accompanied by considerable changes in the production of services and the associated interactions. The focus is on the socio-technical nature of digital transformation. Empirical work faces the challenge of differentiating the diverse technologies and application scenarios associated with digital transformation. We would like to encourage authors to focus on fully integrated digital processes and services (transactions), rather than lower levels of maturity.
We welcome theory-driven and empirical research from various scientific perspectives, including, but not limited to, public administration, information systems, political science, sociology, management or law. Interdisciplinary submissions are encouraged as well.
Potential topics include (but are not limited to):
- What effect does digital transformation have on the relationship and interaction between administrations and service recipients (e.g. citizens or businesses)?
- What transformative effect does advanced digitalization have?
- What effect does digitization of the public sector have on legislation?
- How does digital transformation affect public employees?
- Which necessary preconditions (institutional/organizational/individual) can be observed, enabling successful digital transformation?
Workshop Information
To discuss potential papers – selection based on the proposals –, we would like to invite 10-15 authors to a one-day authors’ workshop at the University of Potsdam in March 2020. The participation at the workshop is not necessary to publish in the special issue but desirable.
Travel expenses will be refunded.

Submission
Authors should submit their proposal (in English or German) of no more than 1,000 words including references to the submission system ‘easychair’ by October 31th, 2019 (https://easychair.org/conferences/?conf=digigov2019). Proposals should outline the problem or gap the study intends to address, proposed research design, preliminary or expected results and projected contributions of the study. The Guest Editors will make selections based on topic relevance, novelty, and potential contributions of the study. If accepted by the guest editors, an invitation to submit and present a short paper at the workshop in Potsdam will follow. Short papers should provide sufficient content for discussion and development at the workshop. Full papers should be written in English or German and may not exceed 8,000 words (excluding references and appendices). The final manuscript has to conform to dms guidelines. Full papers will be reviewed by at least two expert reviewers per paper, in a double-blind process. Papers with a final acceptance are expected to be published in dms (online first) in the first half of 2021.
The special issue will be published open access. Therefore, the guest editors seek to provide funding.
