The current data-driven economy can exacerbate global disparities in a number of ways. It can worsen job losses due to technological changes, increase the concentration of technological tools and skills in the hands of a few, make it difficult to achieve socio-economic goals and targets as well as increase the regulatory burden on countries.
But are there ways in which these outcomes can be mitigated, or complemented with new opportunities that allow developing countries to build fair data markets?
Can data become part of a development strategy?
We call for policy papers on questions of non-personal data protection, data typologies, data access, and data use for development, especially through new business models and innovation for the Developing Countries and global sustainability.
Submission Guidelines
Preference will be given to:
Abstracts that will aim to produce Policy papers, with actionable suggestions that can be discussed at the workshop.
Papers that establish a clear link to specific examples/ case studies/ governmental initiatives

Extended abstract submissions should be sent before 29 April 2019.
Abstracts will be evaluated by the conference organizers with and the advisory board set up exclusively for this purpose.
Authors will be informed by 06 May 2019 and are expected to send in full drafts of the paper to the workshop organisers by 20 May 2019. All paper authors are expected to present their papers at the workshop at Harvard Kennedy School, on the 23 May 2019.
The final paper length of around 5000 words, formatted in Times New Roman, 12 font, and Harvard referencing style will be circulated at the workshop.

Topics invited include, but are not restricted to:
- Current big data gathering practices and the priorities of the developing countries;
- Opportunities for using new technologies in a development-centered approach to building markets in developing countries;
- Creating and regulating data markets, data commons, and innovation;
- Mechanisms to promote socially-beneficial technological change in the data economy (including possibilities and challenges);
- Data typologies and their application to different contexts; Innovative regulatory and policy frameworks to promote AI for the South.
