The Open Government Partnership (OGP), together with Carleton University, is pleased to convene the 2ndacademic conference on open government at the OGP Global Summit in Ottawa, Canada 2019. The theme of the conference (#OGPAcademy19) is ‘Participation, Inclusion, and Impact.’
We invite scholars and professionals to submit proposals that develop the range and depth of scholarship in open government. Proposals may take the form of:
- Single academic paper presentations
- Student paper presentations
While proposals can relate to any aspect of open government, proposals related specifically to the OGP Academy’s theme will be prioritized. Specific topics might include:
- Inclusion- Empower under-represented citizens, regardless of gender, race, or sexual orientation, to engage actively with governments. This allows for more equitable governments.
- Youth and the Future of Open Government
- Driving Gender Equality in Open Government
- Empowering Underrepresented Communities in Open Government
- Indigenous Open Government and Data Sovereignty
- Access to Open and Restorative Justice
- Data Literacy for All Citizens and Using Data to Tell Your Story
- Participation - Enable citizens, civil society and businesses to participate in government decision-making. This leads to more trust in government and better outcomes.
- Engaging Citizens in Open and Digital Policy Making
- Securing and Protecting Civic Space
- Expanding opportunities for engagement
- Leveraging Technology to Enable Participation and Co-Creation
- Private Sector Engagement in Open Government
- How Local Governments Are Making Open Government Work for Them
- Feedback Loops, Social Accountability, and Citizen Monitoring
- Participatory and Transparent Budgeting
- Impact - Help citizens understand how open government affects their day-to-day lives. This makes government accountable for results that make a difference.
- How Open Government Improves the Lives of All Citizens
- How Open Policy Making is Changing Government
- Solutions to Implementation Challenges in Thematic Areas
- Keeping Open Governments Accountable and Responsive
- Innovative Methods of Measuring Impact
- What Works and How to Grow it: Scaling up Successful Reforms in Open Government
Submission Guidelines
All papers must be original and not simultaneously submitted to another journal or conference. The following paper categories are welcome:
Note: Participants may present only one paper at the conference. While you may be listed as a secondary author on another co-authored paper, papers must be presented by one of the other authors.
Proposals must be submitted using the Easy Chair submission platform: https://easychair.org/conferences/?conf=ogpa19
Proposals must include:
- Author’s name, rank/status (if appropriate), and affiliation. Please use full first name (not an initial) and properly capitalize all names.
- Indication of whether the proposal is academic, or student.
- Paper title. Please be brief because longer titles may be truncated during the online submission process.
- An abstract (between 350 to 500 words) outlining: the research object, problem or question; the main findings, argument or inquiry to be developed; the method of analysis used; the significance of what is proposed in relation to existing scholarship in the field. Do not submit a list of bibliographical references.
Please ensure there is no self-identifying information contained in the abstract.
Student Papers
OGP will support a small number of student papers to come to the OGP Academy. The requirements are as follows:
- Papers must use the OGP country database dataset. The dataset covers:

- OGP Eligibility requirements
- Process performance within OGP
- Commitment focus and achievement in core strategic areas (anti-corruption, public services, civic space, open policy-making)
- Third-party data on state of play in five core areas

Top student papers will have travel support to cover costs of attendance and presentation. Participation will be reserved for students from undergraduate, graduate, and post-graduate levels. Canadian and developing-country based researchers strongly encouraged to apply.
Language
Proposals can be submitted in English, French, or Spanish.
Selection Criteria
All proposals will be peer-reviewed by the conference organizing committee. Proposals are evaluated based on:
- the significance and quality of the research question,
- design,
- methods,
- data (where appropriate), and
- implications.
Products
All products produced within the framework of the event will be freely accessible.
Financial Support
A limited number of proposals will be supported with partial scholarships to travel to the venue. Shortlisted proposals will be contacted with further details.
