Jayapura, the capital of Papua Province, has its strategic positions as one of the National Activity Centers, National Strategic Activity Centers and inter-state border cities. As a mid-sized city with population of 293,690 persons in 2018, Jayapura is the densest city in Papua. Jayapura has experienced rapid urbanization over the last two decades with population growth of 2.61% per year, comprising 40.1% of in-migration from other parts of Papua and other regions in Indonesia (BPS Papua, 2017).
Jayapura functions as the center of administration, regional economy and public services for the government, private sector and other institutions. Regarding national defense and security, Jayapura is the head-quarters for national army and police in eastern region of Indonesia. As well, Jayapura has the widest and largest range of services in Papua Province. Jayapura harbor is the central terminal for inter-region mobility and economic distribution and being one of the most active ports in eastern part of Indonesia. The inter-state gate of Jayapura is the largest border-gate, connecting Indonesia and countries in the Pacific Region.
Jayapura represents how progress can be achieved in Papua Province in terms of urban development. HDI of Jayapura Municipality (79.23) is the highest in 2018, compared to Papua Province (59.09) and is above the national HDI (70.81). Fast-track development approaches led by Mayor of Jayapura since 2012 has positioned Jayapura in the top ten cities in Indonesia with the best public services. Jayapura has received awards, both nationally and internationally, recognizing range of innovations carried out by Jayapura Municipal Government regarding sustainable development, public services and social-cultural development.
On the other hand, the eastern part of Indonesia, especially in Papua Province remains left behind. Development approaches conducted in these areas have not delivered significant outputs and outcomes as achieved by Jayapura. Natural resources such as agriculture in general, tourism destinations, and inter-state trade and services have not been considered as the main priority to improve local and regional economy and welfare. In addition, development approaches remain top-down, with top level government interventions dominate the decision-making process in terms of programs/strategies as well as budgeting.
Within the above context, Jayapura International Conference 2019, aims at:
- Introducing Jayapura Municipality as the leading partner in development and research cooperation with various stakeholders. This includes lessons learned from development policies and strategies carried out by Jayapura Municipal Government and range of collaboration developed with multiple stakeholders to achieve development objectives.
- Highlights the importance of utilizing research outputs to develop evidence-based policies and strategies as well as contextual planning approaches in improving the efficiency and effectivity of urban development.
